Public consultation session for the City Plan 2040 call for ideas, open to residents, community councils, businesses and other stakeholders across Edinburgh.
City Plan 2040: Call for Ideas is the latest consultation from the council, and it's open for submissions across Edinburgh until Wednesday 21 October. It's the proposed local development plan that'll guide how places across the city grow, change and are protected over the coming years, so it's one of those things that actually touches on what the city will look like for the long haul.
This 'Call for Ideas' doesn't start from scratch. It builds on earlier engagement, including 'What makes a good place?' and a 'place and play' session with children and young people, which helped produce the Evidence Report — the first stage of the plan. That report, approved by the council's Planning Committee on 3 June 2026 and agreed by full Council on 25 June, contains 26 topic papers and 17 Place Profiles covering the city's wards. It's since passed its statutory 'gate check' — an independent assessment by the Scottish Government's Planning and Environmental Appeals Division — so the council can now move to preparing a Proposed Local Development Plan.
City Plan 2030 remains the adopted plan alongside National Planning Framework 4, so that's still what's in place for now. Anyone can take part in this one: residents, community councils, local groups, businesses, social enterprises, landowners, developers and public and third sector partners. If you've got a view on how your part of the city should change or what needs protecting, this is the window to get it on the record.
